Review supervision as factory staffing changes during closure

Review what people still need to do as the factory winds down. A lower production volume does not automatically mean fewer kinds of responsibility. Contractors, unfinished quality work and changing site conditions may add tasks while employees leave or move roles.
Ask competent site management to assess the proposed organisation. This article helps prepare the task discussion. It does not specify a safe headcount, select employees for redundancy or decide employment arrangements.
HSE organisational-change guidance, for Great Britain, addresses task transfer, capability and risks during change. Apply the relevant site assessment rather than assuming the end-state staffing plan covers the transition.
Follow the work that remains
Use the actual activity in each phase. Ask who performs the task, who supervises or accepts the relevant decision and what happens when that person is unavailable.
| Remaining demand | Question for the coverage review |
|---|---|
| Ordinary production | Which tasks continue, and which competent people and supervision arrangements do they require? |
| Abnormal events | Who recognises, assesses and escalates a situation outside the planned work? |
| Contractor interfaces | Who explains current site conditions and coordinates changes through the agreed arrangements? |
| Technical decisions | Who can approve the decisions within their competence and authority? |
| Maintenance and services | Who retains ownership of continuing requirements and provider contact? |
Avoid counting job titles as interchangeable capacity. Two people may have similar titles but different knowledge, permissions or experience. Ask the responsible manager to confirm suitability for the actual work.
Check coverage during an ordinary absence
Choose an ordinary absence or competing commitment and discuss it with the relevant people. Can the remaining team still follow its approved arrangements? Which activity needs to pause, change or obtain additional support?
Record unresolved gaps before the staffing change takes effect. A deputy's name does not complete the assessment if that person lacks the required competence or is already committed elsewhere.
Use the final-production change review when the proposed answer changes how work is carried out. Do not let a coverage problem create an informal substitute method.
Keep the review current through closure
Revisit the task map when a phase changes, a contractor arrives or another function stops. The live-production interface discussion should identify responsibilities that cross the project boundary.
Confirm maintenance ownership separately. A stopped production department may still leave equipment or services requiring attention under the applicable arrangements.
When enquiring about disposal with UK Auction Group, identify the actual site contact and the scope they can coordinate. Do not assume the remaining employee can supervise every proposed activity or make every release decision.
Keep the accepted task arrangements with the responsible site management. The closure programme should point to that decision and its limits, not claim that a headcount reduction itself proves readiness.
Continue through the manufacturing site closure hub.
