Who owns maintenance between the last production day and handover?

Assign maintenance and inspection responsibilities for the period after ordinary production stops. Some equipment or services may remain in use, while other items await technical assessment or an agreed handover.
Do not use the last production date as a blanket end date for maintenance. Ask the competent people to establish the requirements for each actual state and use. This guide provides a responsibility handover, not a maintenance or shutdown method.
Follow responsibility through the interval
The same asset may pass through several states before its final destination. Record these stages where they apply:
- Its last ordinary production use, with the responsible operating owner.
- Any remaining use for testing, support or other accepted work.
- Its assessed state after that use ends, with applicable ongoing arrangements.
- The proposed transfer or other outcome, including who accepts responsibility and on what basis.
Record the evidence for each change and the person authorised to accept it. A proposed sale, an empty work area and a completed technical handover are different facts.
HSE maintenance guidance, for Great Britain, emphasises maintaining work equipment appropriately and using competent people. Ask the relevant specialist what that means for the equipment's actual condition and remaining use. Do not infer an exemption from this article.
Include the services supporting the closed area
Ask which systems still serve remaining operations, retained records or the site's agreed arrangements. The maintenance owner may differ from the person who last operated the production machine.
Confirm the provider's scope and availability. If an internal engineer leaves, identify the accepted continuation of their responsibilities before relying on an external contact. Sending a contractor the former engineer's telephone number does not transfer the task.
Use the staffing coverage review to check the people needed for reporting faults, arranging assessments and making decisions. Technical methods remain with the competent people performing and controlling the work.
Record the handover without overstating it
Connect the responsibility record to the area-status board. If a condition remains unresolved, show its effect on proposed activities and who will resolve it.
A handover note should identify what was accepted, the relevant records and any exclusions. Ask the appropriate advisers about contractual and legal responsibilities; do not assume a signature transfers every duty.
Give open maintenance matters a place in the remaining-site responsibility record when the project team withdraws. Confirm the contact route and who can approve necessary spending.
