Name the people who will answer remaining factory questions after the project team withdraws. Production may have stopped while property correspondence, environmental work or product-record enquiries continue.

Do not close an issue merely because it no longer belongs in a production meeting. Transfer it to an accepted business owner with the information, authority and resources needed for the next decision.

Make the remaining responsibility explicit

Use a handover record that identifies the actual unresolved matter. The following examples describe questions to assign, not legal duties or technical completion criteria.

Add the next review point and the person authorised to approve necessary spending. A named owner who cannot obtain advice or access the records may be unable to progress the matter.

Check the handover against the original factory closure scope. Which outcome has been reached, which remains conditional and which now continues under normal management?

Ask the receiving owner to use the record

Choose one open matter and have its new owner locate the evidence and explain the next decision. Correct missing access or unclear authority through the responsible people before the project contacts disperse.

For example, service charge questions after leaving may need records of the earlier period and the property's actual agreement. A mailbox still receiving invoices does not show that anyone owns the query.

Likewise, production traceability needs an authorised retrieval route and a person who can interpret the evidence. Test that the continuing owner can use the project archive through the agreed access arrangements.

State how escalation works if a matter changes or a cost exceeds the owner's authority. Obtain professional advice on actual obligations; this handover does not decide their duration or whether they can be transferred.
