Define what the factory closure must actually finish

Write down what "factory closed" means before agreeing a completion date. The last production run, the last quality decision and the end of property obligations may occur at different times. A single milestone can hide the work between them.
The owner needs a scope that advisers and contractors can assess. Keep technical methods and legal conclusions with the relevant specialists. A management scope statement coordinates their work; it does not replace it.
Five outcomes with different acceptance
Use the actual roles in your business. The following example separates decisions that can otherwise become mixed together.

One individual may contribute to several rows, but the decisions remain distinct. Selling an asset cannot answer a question about permit surrender. Finishing ordinary production cannot decide the fate of a held batch.
Write the unresolved boundaries into the brief
A fictional scope statement might say:
Production at this site will end after the agreed order review. The laboratory has outstanding testing whose completion date remains to be confirmed. The decommissioning scope needs technical assessment. The proposed sale excludes equipment still required for that testing. Property exit remains subject to the agreed advice and evidence.
The statement gives each person a defined outcome and an unresolved question to assess. Add named owners and the information needed to resolve the open points.
Use the area-status board to show how these decisions apply across the building. Different areas may reach different states during the same week.
Connect the scope to enquiries
Give a proposed contractor the relevant decommissioning brief, including interfaces and exclusions. Ask them to identify assumptions and work outside their proposal. Do not infer that one appointment covers every discipline or transfers every duty.

Before the internal project team disperses, assign remaining site responsibilities. A task can continue beyond the target date, but it still needs an accountable person and an agreed way to fund and complete it.
