Keep one shared view of the business milestones while specialist teams maintain their detailed plans. The owner needs to see when a property decision affects operations, when IT readiness affects order handling and when a business function can release equipment.
The shared programme should connect those decisions. It should not attempt to replace engineering methods, employment processes or legal instructions with a single project spreadsheet.
Link confirmations to the actions they allow
A milestone record needs the outcome, who can confirm it and what depends on that confirmation. “New site ready” is too broad if each team means something different by it.
This fictional chain shows the kind of connections to record. Actual dependencies need the relevant advisers and project leads to confirm them.

The order and dependencies may vary. A property commitment does not certify technical readiness, and completion of one function does not approve the whole site.
Retain the exact condition
Use the lease milestone guide where a property adviser's condition affects the programme. Preserve its meaning instead of turning it into a shorter but inaccurate milestone.
Do the same with technical acceptance. If a confirmation applies only to one job family or a defined operating pattern, carry that scope into the shared view. Otherwise another team may rely on a broader statement than anyone approved.
Record proposed dates separately from confirmed dates. Where a date depends on an external response, show the response owner and the next meaningful update. A confident colour on a chart cannot supply missing evidence.
Assess the effect of a changed milestone
When one milestone changes, identify the affected business decisions before moving every later date by the same amount. Some work may continue independently. Other commitments may need fresh advice or agreement.
The daily coordination meeting handles immediate changed facts and blocked handoffs. The shared programme gives that meeting its wider context. The phase go-or-pause review uses current evidence to make a particular phase decision. These are different jobs; avoid making one meeting do all of them.
Keep transition closeout on the programme too. Ending temporary arrangements and handing remaining work to normal management need their own acceptance.
