Put process materials on the closure programme before agreeing equipment release. The stock system may record unopened supplies while missing contents already in a process, residues or material whose identity is uncertain.
Give those questions to the responsible technical and environmental people. The owner's register should identify the information and decisions needed. It must not classify unknown substances or instruct staff to open, sample, mix or remove them.
Identify the material categories and their owners
Use known records and the site's established arrangements to prepare an enquiry. This original example records responsibilities rather than handling instructions.

Do not combine these categories into "consumables" to make the inventory shorter. A proposed commercial outcome needs the appropriate assessment, authority and conditions for that material.
Use product information within the assessment
Locate relevant supplier information through approved records. HSE explains that a safety data sheet provides information for risk assessment but is not the assessment itself. This guidance concerns Great Britain.
Ask the specialist whether the information applies to the material in its present state. The original product documentation may not describe what remains after a process. A familiar product name should not become an unsupported conclusion about contents or suitability.
Identify relevant supplier or service contacts, while leaving any return, treatment or disposal arrangement subject to proper agreement. Do not assume a supplier will take material back.
Connect the decision to the closure work
Record which proposed activity depends on the material question being resolved. A decision may affect the technical programme, a service requirement or the scope of a contractor's work.
Use the utility change route if a request affects services needed by the responsible specialists. Give them the drainage information where relevant; a record of a drain does not authorise a discharge.
Keep product-quality decisions separate. Held manufactured output may have a commercial identity but still need an unresolved technical disposition.
