Close the equipment project with its surplus decisions still visible

The replacement equipment is in routine use and the project team is ready to move on. Before closing the project record, identify the work that will continue under somebody else's responsibility.
An unfinished disposal does not always mean the whole project must remain open. It does mean the remaining asset decision needs an owner, a current instruction and a route for resolving it after the project meetings stop.
Use a closeout agenda that follows the unfinished work
Ask the project lead to bring the current surplus scope, outstanding supplier matters, operating handover and business-case assumptions still awaiting evidence. Review exceptions first. Completed paperwork needs a reliable location, but it should not bury the decisions nobody has accepted.
For each open item, name the receiving person and ask them to confirm what they are taking on. Record the next action and any limit on their authority. A department name alone can hide the absence of an actual handover.
The surplus-scope record explains why equipment remains retained, available or unresolved. The supplier-handover agenda identifies support and document matters that may still depend on the supplier.
Distinguish an asset outcome from a project assumption
A fictional project included estimated sale proceeds in its business case. At closeout, some equipment has been released for sale while another item remains excluded pending an ownership question. The original estimate is still on the final presentation.
Ask the accountant and project owner to show the current position clearly. Estimated proceeds, a completed sale and money actually received are different records. Do not turn the original assumption into a confirmed benefit just because the equipment installation has finished.

Make the handover usable a month later
Try a simple paper exercise. A supplier query arrives after the project manager has moved on. Can the receiving person find the relevant agreement, current status and authority to respond? If not, fix the access or ownership gap before filing the project as closed.
Apply the same test to operational support. The first-problem plan should remain usable without depending on a temporary commissioning team. Keep technical records with the responsible business function and preserve appropriate access controls.
Finally, agree when the owner will review any benefits that still need actual operating evidence. Do not invent a standard review period; choose one that fits the work and outstanding decisions. Record which assumptions remain provisional.
Keep the accepted handover note with the project record and tell the receiving people where to find it. Check that each open item has a current contact before the project mailing list falls out of use.
