Prepare the operator-licence enquiry around the transport activity that will actually continue during wind-down. Identify the licence, the entity holding it and the relevant operating locations before asking the authority or qualified adviser about changes.
Do not assume the announcement that a business is closing ends its operating permission or the responsibilities associated with it. This guide gathers facts; it does not recommend surrender, interpret licence conditions or give a procedure for changing an authorisation.
Establish the correct contact route
The government’s operator-licence management page identifies routes for managing HGV and PSV licences. It gives a Great Britain contact and a separate Northern Ireland contact. Use the route appropriate to the actual licence and jurisdiction, and ask the relevant adviser where the position is unclear.
Keep account credentials out of shared closure spreadsheets. The enquiry pack needs the licence reference and authorised contact, not a copied password.
Describe the proposed end of operations
Prepare a short fact pack with the responsible transport contact:
- Licence reference, holder and jurisdiction, checked against the current documents.
- Operating centres and the proposed changes affecting each one.
- Vehicles still in use, away from base or subject to an unresolved decision.
- Accepted work and the proposed final operating events.
- People and provider arrangements supporting the remaining operation.
- Proposed timing for premises, vehicle and business changes.
- Missing facts and actions awaiting professional or authority confirmation.
Use the last driving commitments review to describe the remaining work. Avoid the phrase “no more operations” if an accepted delivery, return or other relevant journey is still planned. Ask the qualified contact which activities matter to the enquiry rather than deciding that yourself.
Ask for a sequence based on those facts
The useful questions are specific: what needs to be notified or changed, who has authority to act, which conditions apply to the remaining work, and what evidence should the business retain? Identify a proposed date only as proposed until its effect has been confirmed.
If the answer depends on the final journey or operating-centre arrangements, record that condition and who will supply the missing evidence. Do not treat a general explanation from another operator as permission for this business.

Carry the open questions into the final review
Add unresolved authorisation matters to the contractor and fleet wind-down review. State which proposed decision is waiting, who is dealing with it and what response is required.
