Keeping site welfare available until work actually ends

Check which people and tasks remain on the construction site before agreeing the return or removal of welfare facilities. The contractor’s target closure date is not evidence that site activity has finished or that a suitable alternative is available.
In Great Britain, HSE’s welfare overview says the relevant welfare arrangements must cover workers while they are on site, with principal contractors ensuring provision through the project. Ask the responsible competent people to confirm what that means for the actual remaining work. This guide does not specify facility quantities, layouts or removal methods.
Ask about the last users
Review the programme with the site contact, including tasks that follow the main work. There may be agreed snagging, subcontractor visits, cleaning or other authorised activity. Do not treat these as automatically outside the site’s requirements because they are short.
Use a final-use confirmation with five entries:
- Remaining activities and the people expected to carry them out.
- The site party responsible for confirming the welfare arrangements.
- Facilities and related services still relied on, as identified by that party.
- Any proposed alternative, its authority and the confirmation still required.
- The event that permits a provider return or other change to be agreed.
Record dates as proposed or confirmed. Include the person who will revisit the decision if the programme changes. Keep the agreed snagging tasks connected to this review rather than relying on an old main-works schedule.
Do not assume the alternative is usable
For a fictional example, the site team suggests using facilities in a neighbouring occupied building after a hired cabin leaves. Before anyone relies on that proposal, the responsible parties need to confirm the actual arrangement and its suitability. A nearby building is not itself an agreed service.
Take the requirements and jurisdiction questions through the project duty-holder enquiry. Northern Ireland has its own framework; do not present the HSE page as a complete UK-wide instruction.
Join the confirmed date to the provider record
Where facilities are hired, use the off-hire confirmation process. Keep the provider instruction, actual collection and account enquiry separate. A site decision that a facility is no longer needed does not, by itself, establish the hire position.
Tell the responsible site contacts when a confirmed return changes, particularly if the revised date falls before the last authorised activity. Do not let a supplier booking silently override the operating decision.
For owned facilities being considered for disposal, give UK Auction Group the confirmed last-use position and any remaining dependencies. Physical disconnection, movement and site work need their own competent arrangements.
