Who holds the design questions after the engineering business closes?

A completed assembly can leave an unanswered design question. Closing the engineering business does not make that question disappear, and sending the drawings to someone else does not explain who is responsible for answering it.
Start with the actual agreements and scope changes. Ask legal and technical advisers to identify how responsibility was allocated. Separate the person who drew a detail, the party that supplied requirements and the person authorised to approve a change. Those roles may overlap, but they should not be assumed to be identical.
This article helps prepare that conversation. It does not decide design liability or give engineering approval.
Trace the question through the project
In a fictional handling fixture project, the customer supplied an interface drawing. The workshop designed a supporting assembly, and an external specialist reviewed one feature. A later customer change remains unresolved.
The handover should connect the open question to the relevant requirement, drawing revision, correspondence and review scope. It should show who supplied each contribution and what the available records say about approval. A specialist’s involvement in one feature should not be described as approval of the whole design.
Ask each responsible adviser what evidence they need to clarify the remaining allocation. Keep an unexplained gap visible. Avoid writing a confident responsibility statement merely to complete the closure file.
The unfinished bespoke-build record can establish the physical and documentary state. Missing site information may explain why a design decision has not yet been made. These facts help the advisers answer a precise question rather than reconstruct the whole project from unrelated emails.
Preserve a route for later queries
Agree who holds the relevant records and who receives a legitimate later enquiry. File custody and technical responsibility are different roles. An archive administrator may locate a drawing without being qualified or authorised to interpret it.
Use the customer drawing archive to connect the records, their versions and access restrictions. Ask about rights before sharing them: GOV.UK’s intellectual property guidance treats permission to use another party’s work as a separate matter. The actual contractual and ownership position needs review.
If the owner will continue a design service, state what that continuing business does and which earlier questions remain subject to separate advice. Do not let a new service description imply that old obligations have been settled or transferred.
