Carry every unresolved stock hold into the closure plan. Goods can become harder to manage when the location, familiar staff and records change at the same time. A red sticker or a system status is useful only if somebody can explain the reason and the next decision.

The hold might concern identity, condition, ownership, a customer instruction or information about product safety. Different reasons need different decision makers. Do not combine them under a general instruction to clear the remaining stock.

Describe the question behind the hold

Use a short record with these fields:

Reason for hold The fact or concern preventing release
Evidence Relevant record, message or inspection reference
Decision authority Who can resolve the question, including specialist advice where needed
Permitted next action The action already authorised, if any
Review Next contact or review date and responsible person

Avoid conclusions the evidence does not support. “Packaging damage reported; assessment pending” is different from “unsafe goods”. “Ownership query open” is different from “abandoned stock”. Keep factual language so the next person can understand the issue without inheriting an unsupported verdict.

Where the problem is conflicting customer instructions, use the release-authority escalation. For safety or regulated-goods concerns, follow the business’s applicable procedures and obtain the appropriate specialist or official advice. This register does not decide whether goods may be supplied, moved or disposed of. For customs-controlled goods, prepare the authorisation and supervising-contact enquiry before relying on a proposed warehouse exit arrangement.

Keep the hold visible when locations change

If an authorised movement occurs, update the location and custody record without losing the hold reason. The receiving person needs the relevant restriction and reference. They should not discover after arrival that goods expected as ordinary stock have an unresolved release question.

Do not improvise physical segregation or handling arrangements from this article. Ask the people responsible for the actual goods and site to specify appropriate controls. The administrative status needs to match those arrangements.

The wind-down count bridge should continue to show physically present held stock within its defined scope. A hold changes availability; it does not make the quantity disappear.

Assign responsibility after the last shift

Assign each unresolved item to a contact who accepts responsibility for the next enquiry. Transfer access to the supporting records through the business’s approved process. “Operations will know” is not an aftercare arrangement if operations has ended.

Include the outstanding position in the final stock reconciliation. Record which goods remain in custody and which authorised outcomes have actually occurred. Avoid clearing the ledger by renaming everything waste or surplus.
