Find the original site condition information and the records kept during operation before asking an adviser to plan permit surrender. An empty building and a recent photograph cannot provide the same evidence as a documented history of land and groundwater condition.

This guide concerns preparation for an Environment Agency permitted installation in England. Other activities, regulators and jurisdictions have different requirements. Confirm the actual permit, operator and intended change with the appropriate environmental adviser and regulator.

The Environment Agency H5 guidance describes site condition evidence at different points in the site's life. The H5 document connects initial records, information during operation and the evidence considered at surrender. It does not make a commercial closure date the test of satisfactory condition.

Locate the evidence before judging it

Prepare a map of available records, with missing material shown explicitly. This is an enquiry tool, not a completed application checklist.

Preserve the original files and references. Do not rewrite an older report to make it resemble the present layout. Give the adviser the explanation of what changed and the supporting records.

Ask about scope before ordering more work

The adviser needs to know whether the proposal concerns the whole permitted site or a different change. Identify the land, activities and continuing responsibilities in the actual documents. Do not decide the correct regulatory route from the title of this article.

The process-history brief can help organise earlier use and unresolved periods. Label recollections and missing evidence clearly so the adviser can decide how to treat them.

Avoid commissioning sampling or other intrusive work without the competent assessment and arrangements required. This guide does not identify investigation methods or interpret results.

Put the evidence decision into the programme

Connect the adviser's next decisions to the permit and premises timetable. The evidence task and property exit may depend on different approvals. Ask what can reasonably be confirmed before making commitments elsewhere.

If new findings change the closure scope, record the effect on decisions, costs and proposed dates. Keep a named owner for the regulatory work even after ordinary production stops.
