Closing an office changes where staff records are held and who can retrieve them. It should not leave the files inaccessible, stored casually at home or available to everyone helping with the closure.

Identify the record custodian before the usual administrator leaves. Their role needs an agreed purpose, suitable access and a route for requests they are not authorised to answer.

Ask what each recipient actually needs

The person processing a payroll query may need different information from the person providing a reference. A site coordinator normally has no reason to receive the complete personnel archive.

Create a location and responsibility list rather than copying every record into a general closure folder. Identify the category, current system or physical location, responsible custodian and the route for authorised retrieval. Keep sensitive content out of the index itself.

Business access handover should preserve legitimate access without handing around personal credentials. If an outside provider holds records, clarify the continuing service and retrieval arrangements with the appropriate adviser and provider.

Test the post-office arrangement

Consider a fictional reference request arriving after the office number has been disconnected. Can the designated contact receive it, verify the request appropriately, locate the permitted factual record and follow the agreed response policy?

The reference route needs to work in practice. A box of files at an unknown address would not solve that problem, even if someone intended to keep everything.

Retention needs a reasoned schedule appropriate to each category and applicable obligations. Do not apply one invented period to all staff documents or erase files simply because employment has ended. Ask the relevant legal, payroll and privacy advisers to resolve the actual requirements.

The private-data review can identify records that should be kept apart from asset-disposal information. Physical clearance and information management are separate decisions, even when the records happen to occupy the same cabinet.
