Who can open the site after normal staffing ends?

Having a key is only one part of opening a site. Someone also needs to know whether a visit is authorised, who is expected and what arrangements apply while they are there.
Review access cover when normal staffing ends. The person who previously opened every morning may no longer be available, and the remaining premises may operate very differently from the working business.
Describe the visit before choosing the cover
Identify the purpose, likely areas involved and the responsible business contact. A records collection, adviser visit and contractor attendance may need different arrangements. Ask the person responsible for site safety what competence, supervision and other controls are required.
HSE explains that competence combines relevant training, skills, experience and knowledge. Familiarity with an alarm code should not be treated as competence for every activity at the premises. Seek appropriate local advice where jurisdiction or site-specific duties require it.
Make a cover note with the primary contact, an agreed alternative and the route if neither is available. Do not list someone as cover without confirming their availability and remit.
Keep the authority limits beside the contact details
The keyholder may be able to admit an agreed visitor without being able to release equipment, approve work or change sale terms. State those limits clearly so an unexpected request can be referred to the right person.
A fictional retired employee agrees to meet an adviser at reception. During the visit, a contractor asks whether a machine can be moved. The cover note should make clear that the employee must refer this to the authorised contact; opening the door did not grant removal authority.
The closure authority map can supply that referral route. Former employees returning to help also need properly considered work arrangements, rather than an assumption that old duties continue.
Check the plan after each staffing change
Update contact details, access permissions and the current visit calendar through the responsible people. Keep sensitive access information in the appropriate controlled system, not a widely forwarded spreadsheet.
If the proposed cover would leave someone working alone, obtain the necessary assessment and arrangements before relying on it. The owner left alone has the same practical issue even when no employment relationship is involved.
